The Great Lakes Division of National Steel would receive an eightyear abatement to halve its taxes if it proceeds with plans to build the facility on Zug Island, according to the agreement. The city would use payments from Great Lakes to issue long-term bonds that would erase the debt, deputy State Treasurer Jay Rising said.

Great Lakes, the city's largest taxpayer, has until Nov. 30 to secure permits and approval from its board of directors to proceed with the project, said Mayor Dan Cooney. When the proposal was detailed in January, company spokesman Michael Dunn said the plant would include 86 ovens to convert coal into co*ke on a 10- acre site. co*ke is used to make iron and steel. Dunn said the plant, which would create more than 90 jobs, would solidify the company's role in the area.

With about 5,000 employees, Great Lakes already operates three blast furnaces and one plant on the 250-acre island. Operations at the new plant would begin in March 1992.
